The Pakistan Tehreek-e-Insaf (PTI) presented its Charter of Demands in writing in the third meeting with the government’s negotiating committee, in which the PTI has demanded the formation of two separate inquiry commissions.
The third round of talks between the government and PTI negotiation committees was held at Parliament House, facilitated by Speaker National Assembly Sardar Ayaz Sadiq.
PTI presented the written Charter of Demand in the Negotiation Committee meeting. Omar Ayub, as the Opposition Leader and PTI Negotiation Committee Head, shared the Charter of Demand with the Speaker of the National Assembly.
The Charter of Demand consists of 2 points and 3 pages. Omar Ayub placed the draft of the written demands before the Speaker of the National Assembly. The opposition leader also read out the written demands in the committee meeting.
In this, PTI demanded the establishment of a judicial commission on May 9 and November 26. PTI gave a time frame to the government for its demands.
According to sources, the text of the demands calls for the government to decide on the judicial commission within 7 days, and demands the release of political leaders and activists imprisoned in prisons.
According to the text, the PTI demanded that the government form a commission under the Commission of Inquiry Act 2017. In addition, it said that the government should form two separate commissions. Both the commissions will consist of the Chief Justice or three serving judges of the Supreme Court. The government should establish the commission within 7 days. The proceedings of both the commissions should be kept open to the general public and the media.
It further stated that the May 9 commission should investigate the legality of the circumstances surrounding the arrest of Pakistan Tehreek-e-Insaf (PTI) founding chairman Imran Khan.
The commission should determine the legality of the arrest procedure and the persons responsible for the entry of Rangers and police into the Islamabad High Court premises.
The commission will investigate the incidents that took place across the country after Imran Khan's arrest; especially the circumstances in which groups of individuals reached sensitive locations,
The commission should review the CCTV recordings of sensitive locations. If CCTV footage is not available, the commission should determine the reasons for its unavailability.
The Commission asked how the individuals arrested in connection with the May 9 events were detained and in what conditions they were kept?
The commission should examine what were the circumstances of their release? Were their human rights violated, including torture? How were the lists of those arrested prepared?
The commission should investigate whether multiple FIRs were registered against a single individual in relation to May 9, 2023 and successive arrests were made by abusing the process of law?
The commission should examine media censorship and restrictions on reporting related to this incident and incidents of harassment of journalists. The commission should examine the legality of the government's implementation of the internet shutdown and its effects. The commission should determine responsibility in the circumstances before, during and after the internet shutdown.
According to the text, it was further demanded that the November 26 Commission investigate the incidents that took place in Islamabad from November 24 to 27. The Commission should investigate whether direct shots were fired at the protesters in Islamabad or other physical violence was used. If so, who gave the order to shoot and torture the protesters? The Commission should determine whether the use of force was excessive? If so, who was responsible for it? The Commission should investigate what are the details of the number of martyrs and injured and missing persons after November 24 to 27.
It further said that the commission should examine the status of CCTV recordings in various hospitals and medical centers in Islamabad during November 24-27. The commission should examine whether the records of hospitals and other medical centers were altered? If yes, on whose orders and under what instructions was it done? Were hospitals prevented from releasing information on deaths and injuries? The commission should examine the status of CCTV footage recorded at various locations in the Blue Area, Islamabad, from China Chowk to D Chowk.
Accordingly, the text said that what difficulties were faced by those applying for registration of FIRs and other legal action in relation to the incidents of November 24-27? The incidents of media censorship and restrictions on reporting related to the incident should be reviewed, the legality of the government's implementation of the internet shutdown and its effects should be reviewed, and responsibility should be determined in the circumstances before, during and after it.
PTI calls on the federal government, Punjab, Sindh, and Balochistan governments to support the orders granting bail or suspending the sentences of all political prisoners in accordance with the law.
It said that the PTI demands the federal government, the governments of Punjab, Sindh, and Balochistan for orders to grant bail or suspend the sentences of all political prisoners who have been arrested or sentenced under one or more FIRs registered in connection with any incident of May 9, 2023, any incident of November 24 to 27, 2024, or any other political activity, and whose appeals or review petitions are currently pending in any court.
According to the text, the establishment of the two commissions proposed in this charter is an essential sign of commitment to seriousness. If these commissions are not recognized in principle and established immediately as we demand, we will be unable to continue the negotiations.

He said that if the PTI is satisfied with the response, the negotiations will proceed. The deadline of January 31 can also be extended. The government committee will respond to the PTI before January 31.

Negotiations are the only solution. PTI will present its written demands, and we will consult and inform them.
Government committee member Ijazul Haq said that the main round of government-opposition talks will be held today. The first two rounds were like this. Today, the Tehreek-e-Insaf will present its demands.
Omar Ayub said that this is an initial meeting with the Speaker of the National Assembly. The meeting will include consultations regarding negotiations with the government.
